That drug use is immoral can only be based off one set of moral beliefs. For example, it is discriminatory to claim that Judeo-Christian abstinence from intoxication is the correct set of moral beliefs, whereas Native American historic and religious use of peyote and psilocybin, is not the correct set of moral beliefs.

Many religions have for thousands of years included mind-altering substances in their sacraments and various rituals; the repression of an individual's right to express his religion is clearly amoral, except in the cases where said expression harms others.
