It was created to combat supposedly predominantly liberal news stations [newyorker.com], memos were photocopied which kind of prove it, [www.independent-media.tv], CEO Roger Ailes has ties to many Republican politicians, GWB's cousin worked there during the 2000 election, and Bill O'Reilly works there.
