text: 'It does depend on the culture. However, since it is not possible to completely eliminate drug use it may be better to educate people about drug moderation and provide social guidelines than to try to prohibit drugs forever. As people become more and more able to moderate use the drug could have less and less restrictions. In some countries, such as Portugal there is no drinking age and while there is more alcohol use there is less alcoholism and alcohol abuse most likely because teens are usually taught how to drink gradually, moderately, and responsibly. The same could be done for all drugs gradually accompanied by more cultural emphasis on moderation and responsibility.'
