Drugs are addictive. Hence, they essentially rob the user of free will. A drug user can not make an informed and rational decision whether to continue using drugs because the use of the drug eliminates that user's ability to think rationally.

Many banned drugs are not addictive, or are significantly less deleterious to free will than legal alcohol or tobacco. Severe physiological addiction has been demonstrated for tobacco (stronger than cocaine), but no strong physiological addiction has been shown for marijuana. reference
