If the goal of a state is to protect citizens' health and well-being, drugs should be legalized so that their purity can be monitored (see harm reduction). The health of citizens is not best served by prohibiting drugs; this only increases risk and harm, and reduces health and well-being. The War on Drugs, on the other hand, places non-users'
friends and loved ones in jail. Hence, the War on Drugs does have clear and obvious harmful effects on third parties.
